1. Introduction
This submission seeks to clarify factual, legal, and methodological distortions reflected in the 2026 UNHCR Guidance Note on Eritrea. At the outset, the Government of the State of Eritrea unequivocally rejects the assertions contained in the current UNHCR Guidance Note. The 2026 UNHCR Guidance Note on Eritrea is not the product of rigorous, independent, or methodologically sound analysis.
